HAKOHAK Policia ho Komunidade Graduates PNTL and Civilian Community Police Trainers
Dili, August 31, 2012 — The HAKOHAK Policia ho Komunidade (Embrace Police and Community) project focuses on strengthening the capacity of the Timor-Leste National Police (PNTL) and community leaders to implement effective community-oriented policing practices in Timor-Leste. The $3.2 million, three-year project targets all 13 districts and helps the PNTL and communities identify and resolve joint security and safety concerns through Community Police Councils (CPCs). The HAKOHAK project will help establish up to 120 CPCs, targeting five districts each year. In 2012, the first five districts are Dili, Manatuto, Baucau, Aileu, and Bobonaro.
The HAKOHAK Project is a Timor-Leste National Police (PNTL)-led initiative funded by the United States Agency for International Development (USAID) and the New Zealand Aid Programme and is implemented by The Asia Foundation.
Over the past three weeks, PNTL officers and civil society representatives have participated in a “training of trainers” course to equip the police and civil society with core skills in community police methodology. The graduating trainers will form 15 Community Police Action Groups, with one PNTL officer and one civilian member per group. These teams will form and train new Community Police Councils beginning in September. Working together, these councils will promote effective community policing and collaborative problem solving.
The graduation for the trainers will be held on August 31, 2012 at Canossa Has Laran from 10:00-11:30 am. The ceremony will inaugurate the Community Police Action Groups with participants including community leaders, local NGO representatives, the National Directorate for the Prevention of Community Conflict and the PNTL. Among those attending will be PNTL General Commander Longuinhos Monteiro, U.S. Ambassador Judith Fergin and New Zealand Ambassador Tony Fautua.
