Corruption in the Philippines: Public Sector Improves But Private Sector Lags

On September 18, the preliminary results of the “2012 SWS Survey of Enterprises on Corruption” were released to the public. Of the 20 government institutions rated for sincerity in fighting corruption, 17 have improved. The results have confirmed “radical progress” in corruption reforms under President Benigno S. Aquino III, and the reforms and economic gains have garnered well-deserved attention and praise in the Philippines and abroad.

However, the survey results also point to a number of disturbing practices within the private sector, such as the prevalence of double bookkeeping and the low number of companies that report paying taxes honestly. Unfortunately, these practices in the private sector have not changed despite the improvements in the public sector. Mirza Amiri Named Chang-Lin Tien Visiting Fellow

Mr. Mirza Amiri, Former Director and CEO, Export Promotion Agency of Afghanistan (EPAA), examined ways to strengthen Afghanistan’s economic development through export promotion and small business development. Following a brief affiliation with the U.S. Department of Commerce in Washington, D.C., he participated in several trade fairs and met with entrepreneurs and business incubators in the San Francisco Bay Area.

The Asia Foundation Chang-Lin Tien Fellows Program was established to foster exchanges for leaders to meet and interact with their counterparts in Asia and the U.S. The fellowship honors the late Dr. Chang-Lin Tien, former Chancellor of the University of California, Berkeley, for his many accomplishments in science, higher education, and community affairs. It was created to highlight Dr. Tien’s assuming the chairmanship of The Asia Foundation Board of Trustees in 1999.
