Expertise: Politics, economics, and social issues in China; U.S.-China relations; Northeast Asian security and Asian regional cooperation; local governance and rule of law.

Mr. Choate is The Asia Foundation's vice president, responsible for the Partners in Asian Development initiative, based in Hong Kong. He previously served as director of program development for China, and as executive vice president for The Asia Foundation at the San Francisco headquarters. He has served with the Foundation in Japan, Vietnam, Laos, Taiwan, Thailand, and Hong Kong throughout the past 35 years, and was also the Foundation's country representative in Washington, D.C. Mr. Choate currently serves on the Hong Kong Fulbright Advisory Commission and is a member of the Hong Kong Forum. He also has been a member of a number of boards and councils, including director of the U.S. Education Foundation in Taiwan; the Advisory Council for the Graduate School of Business Administration at Chulalongkorn University, Thailand; and the Institute for Government Administration and Local Areas Development in Thailand; as well as on the U.S. Committee, Council for Security Cooperation in the Asia-Pacific; and the U.S. National Committee for Pacific Economic Cooperation.

He has published numerous monographs on China and U.S.-Chinese relations including, Legal Aid in China; Local Governance in China: An Assessment of Villagers Committees; Local Governance in China, Part II: An Assessment of Urban Residents Committees and Municipal Community Development; and Building Trust in the United States-China Relationship.

Education: B.A. from Boston College; M.A. in comparative government at the University of Michigan; and Ph.D. studies at Columbia University. In addition, Mr. Choate was an International Fellow at the Center for International Affairs at Harvard University in 1993 and 1994.
