Andrew Thornley has 14 years of experience in international development with expertise in democracy and governance. As Program Director for the Australian Aid-funded Australia-Indonesia Electoral Support Program, Mr. Thornley has responsibility for managing an AUD$9 million program focusing on improving the quality of elections in Indonesia.

Prior to re-joining The Asia Foundation in 2012, Mr. Thornley served as Executive Advisor for Social Research to the Polling Center in Jakarta. From 2005-2010 Mr. Thornley was Program Director for the Research Triangle Institute's USAID-funded Democratic Reform Support Program in Indonesia, working on electoral reform, freedom of information and media development, and protection and promotion of human rights.In 2003-2004, as an advisor to UNDP he developed and implemented training for approximately 25,000 staff of Indonesia's Election Supervisory Committee. From 2002-2003, he worked in Phnom Penh advising on the establishment of the Cambodian Center for Human Rights. He also served with the UN's Electoral Assistance Division as the External Relations Advisor to the Independent Election Commission for Timor-Leste's April 2002 presidential election.

Mr. Thornley spent 2000 in West Timor with Catholic Relief Services assisting East Timorese refugees. He has previously worked with The Asia Foundation in Washington, DC (1994-1996), Indonesia (1999) and Timor-Leste (2000-2001). He also has been an election observer in Cambodia, Indonesia, Timor-Leste and the Solomon Islands, and has consulted on numerous projects related to electoral support, freedom of information, and democracy and governance programs.

Education: MA in International Affairs from George Washington University, and a BA in Political Science & English from McGill University.
