Tariq Osman left the Foundation in 2012.

Tariq Osman was formerly the Director for Research and Islam Development Programs in The Asia Foundation's Kabul office, Tariq Osman lead the sub-national governance team on policy development and manages nationwide public consultation on local governance in Afghanistan. With over 25 years of experience in Afghan politics and development, Mr. Osman was project manager, and one of three co-authors of the 2011 Survey. He was an elected member of both the Emergency and the Constitutional Loya Jirgas in 2002 and 2003. He worked as team leader in the Afghanistan Justice Project, led a project on the Humanitarian Impact of UN Sanctions on Afghanistan in 2000-2001, and coordinated the National Solidarity Program with the International Rescue Committee in southeastern Afghanistan.

He holds an MA in Governance and Development from the Institute of Development Studies (IDS), University of Sussex, UK. He was a 2010 Chevening Fellow and attended the 2005 Stanford Summer Fellowship on Democracy and the Rule of Law. He has published several papers in international journals, including Building Religious Institutions in Afghanistan (PRIO), Tribal Security System [LSE] and Improving Community-based Security and Justice Systems in Afghanistan (IDS Bulletin), as well as a book chapter in Decoding the New Taliban.
