USAID ERAT Supports Provincial Governments to Develop Innovation Hubs

Program Year: 2022

To support Indonesian government efforts to promote innovations in regional governance and public service delivery, USAID ERAT (Effective, Efficient and Strong Governance) in partnership with the Ministry of Administrative and Bureaucratic Reform (PAN-RB), the Ministry of Home Affairs and the National Development Planning Agency (BAPPENAS), held a peer-to-peer learning workshop in Labuan Bajo, East Nusa Tenggara (NTT), on September 27-28, 2022.

USAID ERAT, which The Asia Foundation is implementing in partnership with the International City/County Management Association, works with the Indonesian central and subnational governments to improve policy implementation and service delivery at the subnational level. One of the ways is by promoting innovation hubs.

The peer-to-peer learning workshop aimed to support the NTT, Banten, North Sumatra, and West Kalimantan provincial governments to develop innovation hubs. It was attended by more than 80 people, with another 450 joining the workshop online. These innovation hubs will function as forums for promoting local innovations, exchanging innovation data and information, and encouraging district governments to adapt and replicate innovations from other regions. The workshop aimed to support the four provincial governments to learn from the Central Java, East Java, and South Sulawesi provincial governments, which have had their own experience operating innovation hubs for several years. The learning workshop also facilitated the four provincial governments to develop action plans for establishing and operationalizing innovation hubs in their regions, which USAID ERAT will further support.

District and municipal governments in NTT, Banten, North Sumatra, and West Kalimantan have already introduced a range of effective innovations to strengthen the delivery of inclusive public services. Developing innovation hubs in these provinces will support connections, and cross-learning, enhance collaboration among governments, universities, civil society, and the private sector, and encourage other district governments to create their own innovations.
