The capacity development specialist will guide assistance to the BARMM and BTA on key capacity development challenges; identify adaptive capabilities within our key partner organizations through networking and strategic partnering, shared ownership, learning through experimentation and feedback, data-driven decision making; develop an overall plan for project assistance; help BARMM and BTA develop their own capacity development strategies and plans. S/he will work with the COP, Civil Society Strengthening Specialist and the project team overall to deliver the team target results in various project activities.


  • Completed bachelor’s degree. Master’s degree in the field of Governance, Economics, Social Science or Public Management is desirable. Minimum of six (6) years related professional experience with master’s degree or 7 years experience without master’s degree.
  • Knowledge and familiarity with government in the Philippines. Experience working with ARMM and local government in Bangsamoro with understanding of historical and cultural context leading to the present.
  • Expertise in capacity building methodology, training systems, and individual mentoring; Experience in supporting civil society partners and nongovernmental organizations.
  • Experience in project management: design, coordination, monitoring, reporting and networking.
