Chief of Party, USAID Vietnam Innovative Workforce

The Foundation seeks an experienced chief of party (COP) for an anticipated Innovative Workforce activity in Vietnam funded by the U.S. Agency for International Development (USAID). The Innovative Workforce activity will aim to enhance the capacity of Vietnam’s digital workforce and local innovation to meet the demands of a growing digital economy and support the realization of Vietnam’s National Strategy on the Industrial Revolution – 4.0.
The successful candidate will be full-time and based in Hanoi, Vietnam, and will provide overall vision, leadership, and guidance for the program. The COP will supervise key project staff and implementing partners and ensure compliance with ethical standards and procedures, Asia Foundation policies, and USAID rules and regulations. The COP is expected to have a strategic vision, strong leadership qualities, and depth and breadth of technical expertise in digital skills and workforce development, private sector engagement, innovation ecosystems, and digital policy. The COP should also have a professional reputation, management experience, interpersonal skills, and written and oral communication skills to fulfill the diverse technical and managerial requirements of the role. This position is contingent upon donor approval and funding.
