Communications Consultant, Future Skills Alliance

The Asia Foundation’s Future Skills Alliance (FSA) is a shared impact platform where public and private sector partners collaborate to provide future ready skilling and networking opportunities to a range of communities across the Asia Pacific, including MSMES, women in STEM, marginalized communities across the region, and those re-entering the workforce. One of the largest initiatives to be delivered as part of the FSA is the Go Digital ASEAN program, which aims to reach up to 200,000 MSMEs with a range of skills to assist with getting businesses online and growing them. All of the FSA projects require extensive communications strategies and approaches, both in terms of visibility raising as well as project implementation. In addition to the FSA projects, The Asia Foundation’s Malaysia office has other policy-oriented initiatives which also draw on both social and mainstream media strategies.

Terms of Engagement

This position is for a Malaysian national. The consultancy will be for a period of 12 months on a part-time basis, with expectations of working from the Foundation’s KL office a minimum of 3 days a week, with additional work from home when/as needed.

Responsibilities

  • The responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive:
  • Design, implement, and manage the communications strategy and plan for key projects, including analysis of target audiences, development of communications purpose statements, and key message development;
  • Lead the writing and production of quality, compelling content for a variety of external platforms (handouts and reports, news releases, success stories, social media content, infographics, website, videos) and select internal content;
  • Establish and socialize communications platforms, processes, and tools to support efficient internal workflow and effective engagement with external audiences ;
  • Elevate the profile of the Foundation’s projects and research to local, national, and regional audiences through social media, media engagement, and public events;
  • Contribute to the design of workshops, training modules, and online resources to ensure full integration with project delivery and communications approaches, working in close collaboration with technical consultants;
  • Manage public relations consultants for high-profile events when needed;
  • Track outputs against project communication objectives and indicators;

Qualifications

  • Excellent communication skills in English (verbal and written) with the proven ability (and sensitivity) to turn programmatic information into compelling communications materials;
  • Demonstrated success producing and sourcing high-quality content for a variety of channels (e.g., social, print, digital, video) to engage with diverse audiences; ability to access and engage with regional/local news publications across ASEAN is a plus;
  • Experience contributing to high-profile programs in the Asia Pacific region to achieve targeted outcomes;
  • Proven organizational and management skills, and effectiveness to work independently and in teams in multi-cultural and cross-functional contexts.
  • Bachelor’s degree or higher in a relevant field of study including business, communications, social studies or development studies and a minimum of five years experience in communications and outreach, public relations, media, or journalism in the international development, philanthropy or corporate sectors
  • Knowledge and experience with development or programmatic communications is a plus, as is experience in developing a communications strategy for training and upskilling programs
  • Knowledge and proficiency of relevant applications such as Microsoft Office (Word, Excel, PowerPoint, Outlook), as well as Google Workspace products
  • Website design, branding, including visual design in PowerPoint, Adobe Acrobat, Photoshop, Canva, and similar software, is a plus
  • Fluency in written and spoken English
