The Foundation seeks an experienced communications manager for the India Development Partnership Activity (IDPA) to join the project team in India. The program seeks to enhance USAID’s partnership with the Government of India’s Development Partnership Administration Division of the Ministry of External Affairs to deliver effective development assistance supporting U.S.-India’s mutual aims in the Indo-Pacific and beyond. The activity will establish partnerships and alliances with Indian technical and training institutes, the private sector, and other partners to support joint U.S.-India development activities in third countries. At the operational level, IDPA will initially focus and produce empirical research on Indian development assistance in three sectors: disaster risk reduction, climate-smart agriculture, and renewable energy.

The successful applicant will be based in New Delhi, India, and will be an integral member of the IDPA Program Team to ensure the effective rollout of communications activities for the project’s duration until 8/10/2023, including producing quality communications documents and liaising with USAID and partner organizations. Under the overall management and supervision of the project’s senior management team, the applicant will be responsible for implementing communication activities that are consistent with the Foundation and USAID policies, practices, and guidelines; and support the project’s monitoring and evaluation learning and adaptation activities.

The communications manager will produce content to inform and engage key government, private sector, partners, and media audiences on Indian development cooperation. Through a variety of outreach activities, including but not limited to research, events, social, and earned media platforms, the manager will convey the impact and value of the Indian development cooperation among key local and international partners. The manager will engage in knowledge-sharing opportunities to orient partners and journalists about the IDPA program.

The manager will assist local partners and in-country teams in designing and implement robust communication activities. This position reports to the chief of party.

Responsibilities

  • Implement the IDPA communications strategy – to include internal and external communications activities – and socialize and mentor IDPA colleagues and partners on the communications strategy.
  • Lead dissemination and outreach activities, including events, publications, and other project outputs through robust media/press cultivation and social media engagement.
  • Produce and write project-related content to ensure accuracy of content, formatting, and grammar across various external platforms, including publications, websites, success stories, infographics, presentations, briefs, etc.
  • Engage national and regional media audiences and relevant government sector stakeholders
  • Engage project partners on the communications strategy to socialize further IDPA communications strategy and support in capacity building and knowledge sharing, as needed
  • Track communications outputs and coordinate with the M&E team in drafting analytical reports aligned with project communication objectives and indicators.
  • Maintain and update internal and external contact lists for report distribution and communication
  • Rapidly respond to requests for information from stakeholders, program staff, etc.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in Communications, Journalism, Humanities or a related study; master’s degree preferred.
  • Five years’ overall relevant professional experience, ideally three years of relevant experience in a Communications-related field.
  • Strong experience with popular social media platforms and media engagement.
  • Experience with strategic and programmatic approaches to communication.
  • Demonstrated experience implementing project communications strategies for a national and regional audience.
  • Graphic design experience is a plus.
  • Strong communication skills, including writing and public speaking.
  • Superior interpersonal skills to work effectively with partners and colleagues across diverse cultures and different countries; the ability to interact in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others.
  • Strong organizational skills: self-motivated, detail-oriented, ability to prioritize, multi-task, and meet deadlines.
  • Preferred experience working in regional cooperation or international development sectors.
