Data Responsibility Consultant, Evaluation and Learning

As a mission-driven international organization, the Foundation has a duty of care to its staff, those whom it serves, research subjects, and partners. Ensuring consent, protecting and securing data, and clarifying ownership are critical aspects of the organization’s responsibilities. The Data Responsibility Initiative is working to improve the Foundation’s responsible data practices systematically. The Data Responsibility Initiative is seeking an expert consultant to continue to advise and support this process.

Objectives of the Data Responsibility Initiative

  • Institutionalize responsible data best practices across the organization.
  • Advance the Foundation’s responsible data practices, including data privacy, data protection, data use, and data ethics.
  • Minimize data risk to individuals, groups, stakeholders, partners, staff, and donors.
  • Adhere to data governance policies in the countries where we work.
  • Comply with donor requirements for data protection practices.

Scope of work

The consultant will provide regular guidance, training, and technical assistance to support the Data Responsibility Initiative, including by:

  • Designing and delivering training to advance data responsibility practices across the Foundation and equip staff to comply with the Data Responsibility Policy.
  • Providing on-demand technical assistance to country offices and units as directed by the Evaluation and Learning Unit.
  • Piloting and informing the draft Responsible Data Policy.
  • Convening discussions with peer organizations to learn from and contribute to the Foundation’s data responsibility practices and
  • Participating in presentations and briefings with stakeholders across the Foundation to raise awareness of data responsibility and inform the implementation plan.

Consultant objectives

  • Account for the current state of responsible data practices, identify actionable gaps, and provide recommendations to advance the Foundation’s responsible data practices and policies.
  • Help develop the Foundation’s Data Responsibility Policy, Minimum Standards, and Implementation Plan that account for our donor base, operational requirements, and long-standing local partnerships.
  • Ensure the Foundation’s policies comply with national laws, regional regulatory frameworks, and donor requirements.

Deliverables

The consultant will support the implementation of the Data Responsibility Pilot Program, develop data responsibility standards and procedures, and provide training and technical assistance to Foundation staff and partners. Specifically, the consultant will:

  • Support the implementation of the Data Responsibility Pilot Program.
  • Provide expert review and guidance on emergent national laws, regional regulatory frameworks, and donor requirements.
  • Train Foundation staff and partners on data responsibility, data protection, data privacy, and data ethics.
  • Develop tools, templates, and procedures to support the deployment of the Data Responsibility Policy and Minimum Standards.
  • Provide ad hoc technical assistance and training to units and offices, as requested.

Qualifications

  • At least a bachelor’s degree in Social Sciences, Technology, or a related field; advanced degree in Social Sciences, Organizational Management, Technology, or related field is preferred.
  • Certified Information Privacy Professional (CIPP/E) and Certified Information Privacy Manager (CIPM) certifications are preferred.
  • At least seven years of experience working on data protection issues.
  • At least five years of experience supporting international development organizations to develop and implement responsible data policies.
  • At least five years of experience in the Information Communication Technology for Development field.
  • Strong understanding of the responsible data discourse in international development.
  • Significant understanding of evolving data governance laws; experience in Asia and the Pacific preferred.
  • Proficient stakeholder consultation, facilitation, and communication skills.
  • Ability to work with various stakeholders in a multicultural environment.
  • Demonstrates integrity by modeling the Foundation’s values and ethical standards.
  • Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.
