Monitoring, Evaluation, and Learning Officer, Environmental Governance, Indonesia

The Asia Foundation is preparing to develop a proposal to improve land and forest governance in Indonesia. The program will improve local and national governance of land and forests to contribute to the Indonesian government’s goal of promoting sustainable low-carbon economic growth and greenhouse gas emissions reduction in Indonesia. Land and forest governance challenges at the local level include lack of transparency on key processes like permitting; poorly executed spatial planning; failure to comply with land and forest laws and regulations, including green financing; ineffective mechanisms for handling complaints and disputes; collusion between local officials and business interests; lack of community consultation and participation; and lack of coordinated engagement among civil society groups. Thus, reform requires supply-side inputs to stimulate better government processes and performance and demand-side inputs to galvanize stakeholder participation in, oversight of, and claims for justice in the land and forest sector. The program will issue sub-grants to CSOs at national and subnational levels to carry out program activities. The program will be implemented in more than five provinces in Indonesia, including Aceh, Riau, West Kalimantan, South Sulawesi, and Central Sulawesi.

The program officer for monitoring, evaluation, and learning provides direct management and implementation of all monitoring and evaluation (M&E) activities for the Environmental Governance program and of the research component of the program. S/he will be responsible for finalizing the monitoring and evaluation design for the program, managing its ongoing implementation, and ensuring that results are used to improve program implementation. S/he will also be responsible for designing and managing the implementation of the program’s research component, which will involve providing support to implementing partners on research design, analysis, and writing. This position will be responsible for ensuring the quality of research results and the publication and dissemination of reports. They will oversee the design, development, and management of the project database system and be responsible for any recommendations made to adjust M&E and knowledge management system.
