Caroline joined The Asia Foundation in October 2024 as the Free Associated States Prosecutorial Development (FASPro) Project Manager, bringing over 20 years of international development experience with a strong portfolio, program, and project management background. In her new role with The Asia Foundation, Caroline manages the FASPro project, aiming to build prosecutorial capacity within the justice systems of the three Freely Associated States of Palau, FSM and RMI, to address complex transnational crimes, support justice system reforms, and foster regional cooperation to combat issues like trafficking, illegal fishing, cybercrimes, and corruption.
A Micronesian who grew up in the Pacific Islands, Caroline is deeply committed to addressing the region’s unique challenges. Her expertise in capacity building, governance, and sustainability is complemented by her hands-on experience working with Indigenous communities and fostering partnerships among governments, private sectors, and civil societies.
