Maria Belen Bonoan left the Foundation in 2017.
Maria Belen Bonoan was formerly a Program Manager with The Asia Foundation in Myanmar. She is an expert on sub-national planning and financial management, institution building, local-level counter-corruption initiatives, government-private sector partnerships, and building peer support networks among local governments and resource institutions.
Ms Bonoan has 17 years of extensive experience working with Philippine local governments and non-governmental organizations. She designs strategic interventions for local governments and non-government organizations, and facilitates peer support network and knowledge sharing among these institutions and organizations. She served as The Asia Foundation’s domestic public finance and decentralization specialist in the Asian Development Bank’s Regional Capacity Building and Governance for the Expanded ARMM project, and has worked on local governance projects in Sri Lanka, and Timor Leste. Prior to joining the Foundation, Ms. Bonoan was a local finance specialist for the USAID supported-Governance and Local Democracy (GOLD) project, where she provided advisory assistance and improved local government revenues in several provinces in the Philippines. She has previously worked in an international humanitarian agency dealing with Vietnamese political refugees and economic migrants.
Education: Ph.D. Candidate in Urban and Regional Planning at the University of the Philippines, M.A. in Public Administration with a concentration in Local Governance from the University of the Philippines, B.A. in International Relations from Mindanao State University.
