Assisting Environmental Protection Bureaus in four pilot cities to develop, test, and refine guidelines on public access to environmental information and public participation in environmental decision-making, in consultation with stakeholders. Enhancing the capacity of civil society organizations to monitor environmental information transparency (EIT) and engage in and promote public participation, engaging business associations to support compliance with EIT and public participation processes, and disseminating best practices nationwide.
