Development Entrepreneurship: How Donors and Leaders Can Foster Institutional Change


This paper describes one version of The Asia Foundation’s approach to working politically called Development Entrepreneurship. This operational model was developed initially in the Philippines and provides a coherent, evidence-based alternative to standard donor practices. The paper identifies five distinguishing features and concludes with a set of practical management tools and recommendations to assist development agencies and their partners operationalize this approach. This is the second paper in the Working Politically in Practice paper series, launched together with ODI.
