Timor-Leste’s development requires governmental and non-governmental efforts to ensure good public policy is generated and implemented, for example, to support poverty reduction and the business-enabling environment. Currently, the development and implementation of effective policy in Timor-Leste is hindered by inadequate engagement of a broad range of stakeholders as well as use of evidence in the policymaking process (and thus a lack of supporting rationale for proposed solutions), and inconsistent and uncoordinated policy development processes, which often lack clear systems and procedures.
