Knowledge and Learning Manager, Cambodia

Rathyrea Prak is the knowledge and learning manager for The Asia Foundation’s Ponlok Chomnes program in Cambodia. In this capacity, he oversees and facilitates the effective implementation of the monitoring, evaluation, and learning (MEL) framework for the Ponlok Chomnes program; he involves managing the delivery of the MEL work plan, ensuring the generation, collection, analysis, and synthesis of evidence, and promoting the use of the MEL system among program staff and partners.

Since 2019, Rathyrea has supported the Ponlok Chomnes team working with the core partners and emerging research partners. He has also been closely involved in working with partners to respond to their needs and helping with the collection of key project results for timely project reporting and organization of policy dialogue, and provincial and national policy forums. In addition to the Ponlok Chomnes program, he was also involved in supporting The Asia Foundation’s regional work in urban governance and disability research for public transport in Phnom Penh.

Before joining the Foundation, Rathyrea worked for a research firm, conducting various research studies, including child rights governance, public service delivery, protection of marginalized urban women, and others, which aimed to inform public policies and practices in tackling governance-related issues in Cambodia.

Education: Rathyrea Prak holds a master’s degree in Public Policy (specializing in good governance) from Victoria University of Wellington, New Zealand, a bachelor’s degree in Computer Science and Engineering from the Royal University of Phnom Penh, and a bachelor’s degree in Education (Teaching English as a Foreign Language) from the Institute of Foreign Languages, Cambodia.
