2015 Asia Foundation Development Fellow

Former Program Director, Cambodia



Terith Chy was a 2015 Asia Foundation Development Fellow. He also served as program director of The Asia Foundation’s Cambodia office from 2015 to 2018. Prior to that, he was a senior legal researcher with the Parliamentary Institute of Cambodia (PIC), where he provided research assistance to members of the Cambodian Parliament. Previously, for more than 10 years, Terith was an executive officer and a team leader for the Victim Participation Project at the Documentation Center of Cambodia (DC-Cam), an independent research institute documenting the history of the Khmer Rouge in Cambodia. He has worked directly with survivors of the Khmer Rouge atrocity crimes. Terith has met with thousands of survivors of the Democratic Kampuchea regime all across Cambodia to update them on developments at the Extraordinary Chambers in the Courts of Cambodia (ECCC) and to inform them of their rights to participate in the proceedings.

Education: Terith holds a bachelor’s degree in Law (LLB.) from the Royal University of Law and Economics, a bachelor’s degree from Norton University, a master’s degree in Criminology from the University of Hull, England and a master’s degree in Law (LL.M.) from the University of Hong Kong. He was a 2015 Asia Foundation Development Fellow and the 2015 Draper Hills Summer Fellow. He was also a former Sohmen Human Rights Scholar in 2006-7 and Fellow in 2007-8.
