Admin and Procurement Assistant
Position Summary
The Asia Foundation (TAF) Philippines office is seeking a professional to serve as the Admin and Procurement Assistant for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor.
The Admin and Procurement Assistant provides essential day-to-day administrative and office support to the PROGRESS program operations team. The position will report to the Procurement and Admin Officer; and ensure the smooth functioning of the program office, coordinate logistics, and assist all program staff with administrative tasks to enable effective and efficient program delivery.
Key Responsibilities
Primary
- Manage the day-to-day administrative operations of the PROGRESS program office, including filing systems, office supplies, and equipment maintenance; serve as the first point of contact for visitors and correspondence; and maintain an organized physical and electronic records management system.
- Coordinate meeting and event logistics, including venue booking, catering, audio-visual equipment, and travel arrangements; prepare agendas, take minutes, and track action items; and arrange domestic and international travel, accommodation, and per diem processing for program staff.
- Provide general administrative support to the PROGRESS operational team, including scheduling, correspondence, and file management; maintain the program calendar and deadline tracking; and assist in preparing program documentation, reports, and presentations as required.
Secondary
- Assist in maintaining the program asset register for DFAT-funded equipment and property, support periodic physical verification of assets, and coordinate with the Procurement and Finance Officers to ensure asset costs are accurately recorded as pass-through charges.
- Assist the Finance Officer with the collection of receipts, processing of petty cash reimbursements, and preparation of financial documentation, and support the Procurement and Admin Officer with purchase requests, sourcing of quotations, and vendor coordination.
- Assist the Communications Officer with printing, distribution, and filing of program communications materials, and support coordination of program visibility events and stakeholder engagement activities.
Qualifications
- Bachelor’s degree in Accountancy, Finance, Business Administration, Supply Chain Management, or a related field
- Minimum three years of experience in a finance, accounting, contracts administration, procurement support, or grants management role, with exposure to at least two of these functional areas
- Solid understanding of bookkeeping principles, financial documentation standards, and procurement processes
- Knowledge of Philippine statutory requirements, including BIR, SSS, PhilHealth, and Pag-IBIG compliance processes
- Experience using accounting software (e.g., QuickBooks) and procurement or contract tracking tools
- Meticulous attention to detail and strong commitment to accuracy in data entry, documentation, and record-keeping
- Strong organizational and time management skills, with the ability to handle multiple workstreams and meet deadlines
- Ability to work with minimal supervision and exercise sound judgment in prioritizing tasks
- Proficiency in Microsoft Office applications, particularly Excel and Word
- Excellent written and oral communication skills in English and Filipino
- Prior experience on DFAT, USAID, ADB, World Bank, or equivalent bilateral donor-funded programs with formal financial management, procurement, or grants requirements
- Familiarity with DFAT’s reimbursable cost model, cost traceability requirements, and Commonwealth Procurement Rules (CPRs)
