Communications Officer
Position Summary
The Asia Foundation (TAF) Philippines Office is seeking a qualified professional to serve as a Communications Officer for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS). This five-year program is funded by the Australian Department of Foreign Affairs and Trade and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor.
The Communications Officer will develop and implement PROGRESS program communications plan, produce stakeholder engagement materials, and ensure the program’s visibility meets Department of Foreign Affairs and Trade (DFAT) branding and communications standard. The position supports effective internal and external communication across the program, including with Philippine Government counterparts, development partners, and DFAT.
Key Responsibilities
Primary
- Develop and implement the PROGRESS communications and visibility plan in line with DFAT’s communication guidelines and branding requirements.
- Identify key audiences and tailor communications products to meet program outreach objectives, coordinating with BCG’s communications counterparts to ensure alignment of messaging and branding.
- Produce high-quality written and visual communications materials, including program briefs, newsletters, success stories, fact sheets, and social media content.
- Develop stakeholder engagement materials for workshops, events, and policy dialogues, and draft talking points, speeches, and presentations for program leadership as required.
- Manage photography, videography, and graphic design requirements for program events and publications.
Secondary
- Support the program’s engagement with Philippine Government partners, civil society, and other stakeholders through targeted communications and outreach; coordinate logistics and communications materials for program events, including launches, workshops, and study tours; and maintain a stakeholder mapping and engagement tracker.
- Manage the program’s digital presence, including website updates and social media platforms (if applicable), in line with DFAT’s guidelines; monitor media coverage relevant to PROGRESS and provide regular media monitoring summaries to program leadership; and liaise with journalists and media outlets as approved by BCG and DFAT.
- Ensure all program communications and publications comply with DFAT’s branding and acknowledgment requirements; review all external-facing materials prior to publication for accuracy, tone, and compliance; and maintain a library of approved communications assets, photographs, and program documentation.
Qualifications
- Bachelor’s degree in Communications, Journalism, Public Relations, International Development, or related field
- Minimum five years of experience in communications, public affairs, or stakeholder engagement, preferably in the development sector
- Strong writing skills, with the ability to produce clear, compelling content for diverse audiences in English and Filipino
- Experience developing communications materials for donor-funded programs, including adherence to donor branding and visibility requirements
- Proficiency in graphic design tools (e.g., Adobe InDesign, Canva) and digital communications platforms
- Strong interpersonal and relationship management skills
- Photography or multimedia production experience is an advantage
- Prior experience on DFAT, USAID, EU, or equivalent donor-funded programs with formal communications requirements
- Knowledge of the Philippine policy reform and governance landscape
- Experience producing communications products for policy or reform-focused programs
