Finance and Contracts Assistant
Position Summary
The Asia Foundation (TAF) Philippines office seeks an experienced professional to serve as a Finance and Contracts Assistant for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor.
The Finance and Contracts Assistant provides integrated transactional, administrative, and compliance support across two critical operational functions: financial management and procurement/contracts administration. The position reports jointly to the Finance Officer and the Procurement and Contracts Officer, and ensures financial transactions are accurately recorded, procurement and contract files are audit-ready, and grants and Strategic Activities Fund (SAF) administration are managed in accordance with DFAT requirements and Commonwealth Procurement Rules. This is a broad-based operational support role suited to a professional capable of managing multiple workstreams simultaneously in a fast-paced program environment.
Key Responsibilities
Primary
- Record all program financial transactions accurately and promptly, process payment requests, verify supporting documentation, prepare payment vouchers, and manage petty cash disbursements and reconciliations.
- Collect, organize, and file all financial supporting documents in physical and electronic systems; maintain a tracking register for advances, liquidations, and reimbursements; and assist the Finance Officer in preparing monthly financial reports and DFAT invoice documentation.
- Assist in preparing, processing, and filing contracts with vendors, consultants, and service providers; maintain a comprehensive contracts register tracking dates, deliverables, and renewal deadlines; and coordinate with vendors on contract-related matters.
Secondary
- Compute per diem entitlements, process payments, reconcile advances against actual expenditure, and maintain per diem and advance tracker, flagging overdue liquidations to the Finance Officer.
- Assist in the preparation and filing of Philippine statutory remittances (SSS, PhilHealth, Pag-IBIG, and BIR), support compliance with DFAT’s reimbursable cost model, and help prepare documentation packages for internal and external audits.
- Assist in preparing procurement documentation (purchase requests, RFQs, RFPs, bid evaluation matrices), coordinate supplier quotations, maintain the procurement filing system and pre-qualified vendor list, and support logistics coordination for equipment and supplies.
- Support the administrative processing of SAF grants and activity agreements, prepare grant documentation and maintain grants tracking register, monitor partner reporting timelines, and maintain audit-ready records for all SAF activities.
Qualifications
- A Bachelor’s degree in Accountancy, Finance, Business Administration, Supply Chain Management, or a related field
- Minimum three years of experience in finance, accounting, contracts administration, procurement support, or grants management, with exposure to at least two of these functional areas
- Solid understanding of bookkeeping principles, financial documentation standards, and procurement processes
- Knowledge of Philippine statutory requirements, including BIR, SSS, PhilHealth, and Pag-IBIG compliance processes
- Experience using accounting software (e.g., QuickBooks) and procurement or contract tracking tools
- Meticulous attention to detail and strong commitment to accuracy in data entry, documentation, and record-keeping
- Strong organizational and time management skills, with the ability to handle multiple workstreams and meet monthly reporting deadlines
- Ability to work with minimal supervision and exercise sound judgment in prioritizing tasks
- Proficiency in Microsoft Office applications, particularly Excel and Word
- Excellent written and oral communication skills in English and Filipino
- Prior experience on DFAT, USAID, ADB, World Bank, or equivalent bilateral donor-funded programs with formal financial management, procurement, or grants requirements
- Familiarity with DFAT’s reimbursable cost model, cost traceability requirements, and Commonwealth Procurement Rules (CPRs)
