Finance and Contracts Officer
Position Summary
The Asia Foundation (TAF) Philippines Office is seeking an experienced professional to serve as a Finance and Contracts Officer for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor.
The Finance and Contracts Officer is responsible for the day-to-day financial management of PROGRESS in-country operations under TAF’s subcontract with BCG. The role ensures that all program expenditure is accurately recorded, compliantly managed, and fully auditable in line with DFAT’s reimbursable cost model, and that BCG receives timely and accurate financial data to support monthly invoicing to DFAT. The position supervises the Finance and Contracts Assistant.
Key Responsibilities
Primary
- Maintain complete, accurate, and auditable records of all program expenditure in accordance with DFAT’s reimbursable cost model, and process all in-country financial transactions, including staff costs, vendor payments, per diems, and operational expenses.
- Ensure proper coding of expenditure against program budget lines and cost categories and manage petty cash with supporting documentation for all transactions.
- Prepare monthly financial reports for review by the Operations Director prior to submission to BCG and provide underlying cost data and supporting documentation to BCG to support the preparation of monthly DFAT invoices.
- Flag financial variances, anomalies, or risks to the Operations Director in a timely manner and assist in the preparation of financial forecasts and budget monitoring reports.
Secondary
- Manage per diem calculations, payments, and reconciliations in line with DFAT rules and program policy; process and verify financial documentation for local procurement activities; and maintain a tracking register for all per diems, reimbursements, and advances.
- Ensure all financial processes and records meet DFAT’s requirements for full cost traceability and maintain documentation standards sufficient for internal and external audit review, while supporting the continuous improvement of financial management systems established during mobilization.
- Ensure compliance with Philippine statutory requirements, including BIR tax obligations, SSS, PhilHealth, and Pag-IBIG contributions; operate and maintain the program’s financial management system; and contribute to the financial management sections of the Operations Manual, providing guidance to non-finance staff on documentation requirements.
Qualifications
- Bachelor’s degree in Accountancy, Finance, or a related field; CPA or equivalent professional qualification preferred
- Minimum five years of experience in financial management, with at least two years in donor-funded development programs
- Demonstrated experience with DFAT, ADB, World Bank, or equivalent donor financial management and reporting requirements
- Strong understanding of Philippine tax law, statutory contributions, and employment-related financial obligations
- High proficiency in accounting software (e.g., QuickBooks) and Microsoft Excel
- Meticulous attention to detail, strong organizational skills, and commitment to accuracy
- Ability to work under tight monthly reporting deadlines
- Proficiency in written and spoken English
- Prior experience on DFAT-funded programs or familiarity with Australian Government financial management frameworks
- Experience supporting external audits of donor-funded programs
- Familiarity with reimbursable cost models and cost traceability requirements
