Position Summary
The Asia Foundation (TAF) Philippines office is seeking an experienced People and Culture (HR) Officer for the Promoting Growth, Resilience, Economic Stability and Sustainability (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), for whom TAF serves as a subcontractor.
The People and Culture Officer will manage the full employee lifecycle for PROGRESS program staff, from recruitment through offboarding ensuring every step is handled with care and professionalism. The position ensures full compliance with Philippine labor law, applicable bilateral agreements, program HR policies, and BCG’s Supplier Code of Conduct. The position will play a central role in fostering a productive, values-aligned workplace where staff feel supported and engaged.
Key Responsibilities
Primary
- Coordinate end-to-end recruitment for all PROGRESS positions: job postings, shortlisting, interview coordination, and offer management for both employees and consultants.
- Prepare candidate documentation for BCG’s review process and work closely with the Country People & Culture team of the Foundation.
- Manage the progressive mobilization of staff according to the agreed schedule.
- Maintain accurate, confidential personnel records for all program staff.
- Support the administration of employment contracts and renewals, track leave and attendance, and guide departing staff through a smooth offboarding process, including clearances and final pay.
Secondary
- Help ensure all employment practices align with the Philippine Labor Code, DOLE regulations, BCG’s Supplier Code of Conduct, and relevant bilateral agreements between Australia and the Philippines. Flag emerging employment or regulatory issues to the Operations Director and support timely statutory compliance — SSS, PhilHealth, Pag-IBIG, and BIR enrolment and remittances while staying current on changes in Philippine employment law.
- Support the organization’s performance management cycle, including goalsetting, quarterly check-ins, and annual evaluations, tracking ratings and flagging issues that need attention, and guiding staff and managers on tools and processes.
- Contribute to the HR sections of the PROGRESS Operations Manual, help implement and communicate HR policies in line with TAF and DFAT standards, coordinate with the Finance Officer on payroll matters, and support safeguarding initiatives including Child Protection and PSEA.
- Serve as a first point of contact for staff wellbeing concerns.
Qualifications
- Bachelor’s degree in Human Resource Management, Psychology, Behavioral Science, or related field
- Minimum five years of HR experience, ideally within an NGO, international organization, or donor-funded programs
- Solid working knowledge of the Philippine Labor Code, DOLE requirements, and statutory benefits
- Experience managing recruitment and onboarding, including programs with phased mobilization
- Excellent interpersonal skills and sound judgment in handling sensitive matters with discretion
- Excellent written and spoken English and Filipino
- HR experience in DFAT, USAID, or similar bilateral donor-funded programs
- Familiarity with safeguarding frameworks and PSEA policies in development contexts
- Experience supporting HR audits or compliance reviews
