Procurement and Admin Officer
Position Summary
The Asia Foundation (TAF) Philippines office is seeking an experienced professional to serve as a Procurement and Admin Officer for the Promoting Growth, Resilience, Economic Stability and Sustainability project in the Philippines (PROGRESS) project. This five-year program is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by the Boston Consulting Group (BCG), with TAF serving as a subcontractor.
The Procurement and Admin Officer manage all procurement activities for the PROGRESS program in line with DFAT requirements and the BCG Supplier Code of Conduct. The role ensures that goods and services are sourced transparently and competitively, in compliance with applicable rules, and that complete documentation is maintained for audit purposes. The position supervises the Admin and Procurement Assistant.
Key Responsibilities
Primary
- Manage end-to-end procurement processes for goods and services required for PROGRESS in-country operations, including IT equipment, office supplies, event management, and consultancy services, and develop and maintain a procurement plan aligned with the program’s operational needs and budget.
- Conduct market assessments, prepare tender documents, coordinate evaluation panels, and manage supplier selection in line with DFAT and CPR requirements, ensuring procurement thresholds are correctly applied, and appropriate competitive processes are used.
- Draft, review, and manage contracts with vendors, suppliers, and service providers; monitor contract performance, deliverables, and payment milestones, escalating non-compliance to the Operations Director; and maintain the contracts register, ensuring timely renewals, amendments, and closeouts.
Secondary
- Support the procurement and management of IT equipment (laptops, printers, infrastructure) for the program team in line with specifications agreed with BCG; maintain an asset register for all program-procured equipment and ensure IT and equipment costs are accurately documented as passthrough charges with no management markup.
- Liaise with BCG on procurement activities requiring BCG approval or involving DFAT-funded assets, contribute to the procurement and contracts sections of the Operations Manual, and advise program staff on procurement policies, thresholds, and required documentation.
- Support the verification of procurement related financial documentation, manage local supplier relationships, and maintain a pre-qualified vendor list, and coordinate logistics for events, workshops, and program activities requiring procurement support.
Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Law, or related field
- Minimum five years of experience in procurement and contracts management, with at least two years on donor-funded programs
- Demonstrated knowledge of DFAT procurement frameworks and/or Commonwealth Procurement Rules, or equivalent bilateral donor procurement rules
- Experience drafting and managing service contracts and vendor agreements
- Strong analytical, negotiation, and documentation skills
- High attention to detail and commitment to transparency and compliance
- Proficiency in Microsoft Office; experience with procurement management systems is an advantage
- Proficiency in written and spoken English
- Prior experience on Australian Government-funded programs or familiarity with DFAT’s aid program procurement connected policy
- Experience procuring IT equipment and managing asset registers for development programs
