Program Partnership Officer, Partisipasi (Indonesia Democratic Participation Program)

Position Summary

The Asia Foundation (TAF) is seeking a qualified professional to serve as the Program Partnership Officer for Partisipasi program, based in Jakarta. They will support the implementation and coordination of the Civil Society Partnership (CSP) across program activities. They will be responsible for facilitating engagement with core group and collaboration partners, supporting joint planning processes, and ensuring alignment of activities across national and subnational levels.

They will also support the convenor director in coordinating CSP processes, including preparing for steering committee meetings, partner consultations, and broader stakeholder engagement. Working closely with the convenor director, grants manager, grants and administrative officer, MEL hub, and partner organizations, they will contribute to effective communication, coordination, and collaboration across the Partisipasi ecosystem to ensure program coherence and strengthened partnerships.

Key Responsibilities

  • Strengthen partnership effectiveness by coordinating communication and collaboration across core group and collaboration partners.
  • Facilitate multi-stakeholder coordination processes, including steering committee meetings, consultations, and planning workshops.
  • Support joint planning and alignment of partner activities with program strategy, workplans, and objectives.
  • Maintain proactive engagement with partners to monitor progress, identify risks, and support adaptive coordination.
  • Develop and manage partnership databases, coordination trackers, and communication records to ensure accurate information flow.
  • Coordinate subnational engagement efforts to support alignment between national and local-level partners.
  • Prepare high-quality briefing notes, presentations, and coordination reports to support decision-making processes.
  • Promote knowledge sharing and collaboration across partners, the MEL hub, and the convenor team.
  • Identify and facilitate opportunities for joint initiatives, cross-learning, and strategic collaboration.
  • Contribute to program planning, implementation, and partnership strengthening efforts.
  • Support documentation of program learning, good practices, and partnership achievements.
  • Compile and synthesize program data and coordination inputs for reporting, donor updates, and presentations.
  • Support learning and reflection processes in collaboration with the MEL hub and partners.
  • Monitor sector developments to provide contextual insights on democracy, governance, and civil society trends.
  • Ensure compliance, coordination effectiveness, and smooth program operations while contributing to team collaboration and assigned tasks.

Qualifications

Required

  • Minimum five years of professional experience in democracy, governance, civil society, public policy, development programs, or partnership coordination.
  • Proven experience working with diverse stakeholders, including civil society organizations, networks, media, academia, and government institutions in Indonesia.
  • Demonstrated ability to coordinate multi-stakeholder partnerships and manage collaborative programs effectively.
  • Strong understanding of Indonesia’s democracy, governance, and civic participation landscape.
  • Strong skills in stakeholder engagement, communication, and partnership facilitation across national and subnational levels.
  • Excellent verbal and written communication skills in English and Bahasa Indonesia.
  • Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities in a dynamic environment.
  • Proficiency in office software, willingness to travel domestically, and Indonesian nationality required.

Preferred

  • A master’s degree is desirable.
  • Knowledge of key thematic areas such as electoral integrity, media, disinformation, and democratic resilience is highly desirable.
  • Experience working with donor-funded programs and familiarity with compliance requirements are advantages.
