Senior Procurement Officer

Position Summary

The Asia Foundation (TAF) Philippines office is seeking a highly experienced and strategic professional to serve as the senior procurement officer to lead and manage all procurement activities of the organization. The position ensures full compliance with donor regulations, organizational policies, and best practices while delivering transparent, cost-effective, and timely acquisition of goods and services. Further, the position plays a critical role in strengthening internal controls, mitigating risks, and aligning procurement strategies with programmatic and operational objectives.

Key Responsibilities

  • Lead the development and execution of procurement plans aligned with organizational goals and program needs.
  • Analyze market trends, conduct total cost of ownership analysis, and identify cost-saving opportunities.
  • Manage strategic sourcing initiatives to ensure competitive, transparent, and value-driven procurement outcomes.
  • Identify, evaluate, negotiate, and maintain strong relationships with suppliers and service providers.
  • Monitor supplier performance and conduct risk assessments to ensure quality, reliability, and compliance.
  • Prepare, review, and manage contracts and purchase orders in compliance with donor, legal, and organizational requirements.
  • Mitigate legal and operational risks through effective contract management and governance controls.
  • Manage procurement budgets, track expenses, and implement cost-reduction and value-engineering strategies.
  • Ensure audit-ready documentation and full compliance with procurement policies and regulatory standards.
  • Prepare regular procurement reports, performance analyses, and recommendations for continuous improvement.
  • Supervise and mentor the procurement officer, fostering accountability and high performance.
  • Collaborate closely with programs and enabling services to provide strategic procurement guidance during program design and implementation.

Qualifications

Required:

  • Bachelor’s degree in business administration, supply chain management, procurement, or a related field.
  • Minimum  eight years of professional experience in procurement and administration, with at least three years at a senior officer level.
  • Strong financial management background.
  • Proven experience in strategic sourcing and supplier/vendor management.
  • Knowledge of procurement processes including sourcing, bidding, and contract management.
  • Strong analytical, negotiation, and problem-solving skills.
  • Proficiency in MS Office, SharePoint, and automated procurement systems (Unit4 ERP experience is an advantage).
  • Excellent written and verbal communication skills in English and Filipino.

Preferred:

  • Master’s degree in office management, business administration, or related field.
  • Experience working in the Philippine NGO sector and with government agencies. 
  • Knowledge of international donor agency regulations and compliance standards.
