Director, Governance, Mongolia

Khaliungoo Ganbat (she/her/hers) is the director for Governance programs at The Asia Foundation in Mongolia. In this role, she leads the development and delivery of governance programs focused on excellence and making impact. She also provides program support and guidance to staff on governance issues, liaises with the regional governance team, and spearheads the development of new programs. Khaliungoo has over a decade of experience in public policy, public service delivery, urban governance, government relations, and climate action in countries including Mongolia, Guatemala, Dominican Republic, and South Asia.

Since 2023, Khaliungoo has led the design and development of social behavior change interventions for Millennium Challenge Account-Mongolia, managed the Political Economy of Climate Action project in Nepal, Bangladesh, and Cambodia and contributed as a technical expert to the Media and Civil Society Strengthening in Mongolia project.

Khaliungoo joined The Asia Foundation in 2019 as urban governance project manager, overseeing implementation of the project in partnership with the Municipality of Ulaanbaatar, until the project ended in 2022. The project contributed to municipal budget transparency through citizens’ participation, deconcentration and digitization of public services, and the establishment of a systematic training institution for civil servants.

Prior to joining The Asia Foundation, Khaliungoo worked on various projects across organizations including UNDP, UNFAO, and Oyu Tolgoi.

Education: Khaliungoo holds a master’s degree in Economics from Vanderbilt University, where she studied as a Fulbright Scholar. She also holds a Graduate Certificate in Public Health from Vanderbilt University.
