Cambodia Business Environment Barometer 2025

While Cambodia’s GDP and business environment have improved steadily in recent years, micro and small businesses in the country are expressing concerns about decreasing sales. That’s one of the key findings of the Cambodia Business Environment Barometer 2025 survey, which provides nationally representative insights into the conditions, performance, and challenges affecting micro and small enterprises (MSEs) across Cambodia. Based on responses from 2,741 formal and informal businesses, it examines key aspects of the business environment, including business confidence, access to finance, digitalization, registration and formalization, and engagement with government services. The survey highlights major challenges for MSEs, such as declining sales, low levels of formal registration, and limited awareness of government support programs, and offers evidence-based recommendations to strengthen policies, improve service delivery, and promote sustainable and inclusive development of Cambodia’s MSE sector. The Australian government provided funding for the survey through the Cambodia Australia Partnership for Resilient Economic Development.
