From Vulnerability to Resilience: Cybersecurity Challenges for MSMEs in the APAC Region

The Covid-19 pandemic accelerated the digitalization of micro, small, and medium enterprises (MSMEs), increasing their vulnerability to cyber threats like ransomware and phishing. These threats exploit MSMEs’ limited resources and cybersecurity capabilities compared to larger corporations. Nonprofit organizations (NPOs) and nongovernmental organizations (NGOs) also face similar risks as they adopt digital tools but often lack sufficient cybersecurity measures, despite managing sensitive data. In the Asia-Pacific (APAC) region, varying levels of digital infrastructure compound these challenges, with some countries more advanced than others.

This report analyzes the cybersecurity landscape for MSMEs across 12 APAC countries and examines how the pandemic has shaped these threats. It also assesses the risks for NPOs and NGOs. A key finding is the widespread underreporting of cybersecurity incidents, as organizations fear reputational damage. Many MSMEs and NPOs lack cybersecurity awareness and training, allocating insufficient budget to address these risks. Informal economic activity further complicates the cybersecurity landscape in some countries, making comprehensive interventions challenging.

The research highlights an urgent need for tailored cybersecurity education and resources for MSMEs and nonprofits, with a focus on raising awareness and building capacity to manage cyber threats effectively. The APAC Cybersecurity Fund aims to strengthen the region’s cybersecurity ecosystem by equipping organizations with the skills needed to operate securely in the digital age.
