The Global Roadmap for Action on the Care Economy

Kelsey Harris and Ankita Panda

October 29, 2024, marks the United Nations’ second International Day of Care and Support.

Caregiving, from infancy to old age, is an integral part of human flourishing in every society. It also relies predominantly on the labor of women and girls and is underpinned by persistent gender norms. Now, the recent caregiving crisis of Covid-19 and longer-term trends such as aging populations have begun to draw critical attention to the shortcomings of the global care economy, and have spurred new calls for action.

A flurry of recent efforts has included the 2022 Bali Care Economy Dialogue, the 2023 Women Deliver Care Economy Pre-Conference, a historic resolution on care this year at the ILO, and heightened attention at forums like the G7 and APEC. The latest fruit of this growing activism is an ambitious new publication, The Global Roadmap for Action on the Care Economy, from an informal coalition that includes the Center for Global Development, The Asia Foundation, the independent policy think-tank CIPPEC, Women Deliver, and the International Center for Research on Women.

The Roadmap provides a novel framework to elevate care on the global agenda by 2030. By identifying universal metrics and proposing systematic initiatives, it helps policymakers, advocates, researchers, and donors identify and begin to address gaps in the global care economy. Joining us this week to talk about the Roadmap, including key findings and next steps, are two of its authors, Kelsey Harris, of the Center for Global Development, and Ankita Panda, of the Asia Foundation.
