The Asia Foundation and The Australian Embassy Launch Second Phase of Ponlok Chomnes

November 17, 2023 — On November 15, The Australian Embassy and The Asia Foundation announced the second phase of the Ponlok Chomnes: Data and Dialogue for Development in Cambodia program to strengthen Cambodia’s knowledge sector and inclusive policy processes. In addition to keynote remarks from H.E. Ros Seilava, Secretary of State, Ministry of Economy and Finance, representatives from the government, development partners, think tanks, universities, civil society organizations, and media attended, highlighting the collaborative spirit of the development program. The event also marked the availability of program funding opportunities for Cambodian knowledge sector institutions and civil society organizations.

Ponlok Chomnes: Data and Dialogue for Development in Cambodia Phase II (2023-2027) aims to advance the integration of evidence-informed decision-making and inclusive dialogue into public policy processes. This initiative builds on the learnings from Ponlok Chomnes Phase I (2019-2023), which focused on developing the capacities of Cambodian institutions in conducting quality research to inform policy analysis and discussion. The second phase will focus on the practical application of these approaches, striving to establish evidence-informed decision-making as routine practice in the governance of Cambodia.

Ambassador Justin Whyatt highlighted the timeliness of the initiative, aligning with the Royal Government’s recent announcement of the Pentagonal Strategy Phase I following the general election. “The Pentagonal Strategy will guide Cambodia’s development in the next five years, including the Royal Government’s commitment to inclusive development. The government has demonstrated strong support for data-informed approaches to policymaking, and the Ponlok Chomnes program stands ready to assist governmental bodies and civil society to navigate the evolving developmental landscape of Cambodia.”

Meloney Lindberg, country representative for The Asia Foundation Cambodia, reiterated the program’s goals, “In its second phase, Ponlok Chomnes seeks to address emerging opportunities in Cambodia, such as enhancing platforms for inclusive dialogue and contributing to increasing integrated policy evidence and demands for local knowledge sources. The program will engage and build trust among diverse groups of policy actors in the policy processes, including representatives from the government, local think tanks, academics, individual experts, civil society organizations, and local communities.”

The event discussion highlighted key program strategies, approaches, and partners, reflecting the program’s emphasis on inclusive dialogue. This includes the support provided by the Ponlok Chomnes I Technical Advisory Council and partners, the Technical Steering Committee, Strategic Partners, and the Gender Equality, Disability and Inclusion Consortium.

Cambodian knowledge sector institutions and civil society organizations can apply for the Innovation Fund to conduct inclusive research, communication, or dialogue initiatives in Cambodia. The Asia Foundation Marks 30 Years in Mongolia

November 15, 2023 — The Asia Foundation Mongolia celebrated its 30th anniversary at a reception with Mongolian government representatives, donors, private sector, civil society, and staff. The occasion served as an opportunity to thank partners for their support and collaboration and reflect on the range of comprehensive programming addressing Mongolia’s needs in areas including good governance, gender equality, climate change, and education and literacy. The Asia Foundation was one of the first international nonprofit organizations to contribute to the country’s development journey; beginning in 1990 with its Mongolia programming, followed by the 1993 opening of the country office.

Since establishing the office, the Foundation has become a driving force in shaping crucial policies for the country’s development, starting with pivotal early technical assistance for the passing of the 1992 Constitution and 2004 Law on Combatting Domestic Violence. Recent impactful initiatives include empowering over 14,800 women entrepreneurs through the comprehensive support of the Women’s Business Center and strategically addressing public service gaps in collaboration with the Municipality of Ulaanbaatar through the Urban Governance Project.

In his opening speech at the reception, H.E. Zandanshatar Gombojav, speaker of the State Great Hural (Parliament) of Mongolia, congratulated the Foundation and remarked, “I would like to wish success to The Asia Foundation team for its significant effort in strengthening parliamentary democracy in Mongolia. I am confident that our cooperation based on mutual trust and collaboration will continue in the future.”

During his keynote address, Mark Koenig, country representative for Mongolia, thanked the attendees for their partnership, noting, “We could not be more proud to celebrate our 30-year anniversary in Mongolia and reflect on the incredible accomplishments of our partners during this dynamic period of Mongolia’s development. Gathering so many stakeholders, friends, and colleagues here today is both an opportunity to celebrate this work already done but also to inspire us as an organization to continue to find ways to effectively contribute to Mongolia’s development.”

Deputy chief of mission of the United States Embassy in Ulaanbaatar, Matthew Ference, acknowledged the Foundation’s commitment to Mongolia’s development, saying, “The Asia Foundation should be proud of their 30 years of advocacy in Mongolia. They have so many successes to celebrate and have earned the trust and respect of many people and organizations in the country, including the Embassy of the United States. Tireless commitment like theirs is just what we all need to make our nations stronger by educating citizens, promoting equality, and supporting inclusive economic growth that benefits all of us.”

Zolzaya Batkhuyag, co-founder and advisor of Women For Change NGO and Asia Foundation Development Fellow alumna, reflected on the Foundation’s history of close partnership with Mongolian civil society organizations, noting, “The Asia Foundation has been a cornerstone of transformational growth in the development of civil society organizations, standing as a steadfast and unwavering partner to CSOs in the dynamic landscape of Mongolia.”

Dave Preston, first secretary of the Australian Embassy in Ulaanbaatar, extended his congratulations saying, “The Australian Embassy was proud to partner with the Foundation in supporting their essential work during and post the Covid-19 pandemic, through increasing the resilience of Mongolian women entrepreneurs. Australia’s Department of Foreign Affairs and Trade and The Asia Foundation have shared a strong partnership throughout the Indo-Pacific region for many years. We look forward to continuing this long-standing partnership with the Foundation here in Mongolia over the coming years.”

The event concluded with the presentation of a certificate of appreciation to the Down Syndrome Association Mongolia in recognition of their community support in Ulaanbaatar. The Asia Foundation Mongolia is providing a donation to continue supporting the Association’s work with Mongolian youths.

The Asia Foundation and Stanford HAI Announce “AI Perspectives from Asia” Program

San Francisco, November 6, 2023 — The collaboration will produce research, offer educational training, and host convenings to support policymakers and civil society in the Asia Pacific region as they harness AI’s potential and mitigate its harms.

Artificial intelligence (AI) has become a central topic of interest and discussion for policymakers globally. Generative and other forms of AI are impacting how governments provide public services, upending economies, changing how citizens communicate, transforming work, and much more.

To assist governments and civil society in understanding and engaging effectively with AI, The Asia Foundation and the Stanford Institute for Human-Centered AI (HAI) have launched a new program to support stakeholders in Asia and the Pacific with the insights they need to effectively navigate the societal effects of this technology. Drawing on HAI’s strengths in research and education, together with the Foundation’s program footprint across more than 20 countries in the region, the new collaboration will bolster a global dialogue on AI.  

The program’s first track will focus on creating opportunities for policymakers in Asian countries to discuss and receive briefings on technical advances in AI, how AI impacts societies and inclusion, and potential policy and regulatory frameworks.

“Many countries have already begun formulating approaches to AI governance, with varying levels of technical support on the latest developments, regulatory capacity, and differing societal experiences,” says Fei-Fei Li, Denning co-director of HAI. “We want to provide support and up-to-the-minute insights needed to shape AI development to be more human-centered. We will also learn from more global approaches to AI governance and together enrich the international AI discourse with these perspectives.”

“This technology is moving so quickly that many governments and organizations are working hard to gain access to the best and most current AI knowledge,” says Laurel Miller, president and CEO of The Asia Foundation. “We hope this program will play a role as convenor and facilitator of discussions on AI policy dimensions in Asia and the Pacific and provide opportunities to ensure the region is positively impacted by AI.”

Indonesia’s National Forest Defenders Conference: Empowering Women and Youth

Jakarta, November 3, 2023 — From November 7-10, 2023, The Asia Foundation’s environmental governance program in Indonesia will host “Women and Youth Forest Defenders National Conferences and Congress; Nurturing Forests, Empowering Equality, and Safeguarding Livelihood Resilience”.

Making lasting change, improving lives, and helping societies flourish are the very characteristics that define The Asia Foundation. In promoting regulatory and law enforcement reforms to protect the forest and the communities, the Foundation’s environmental governance program invests in providing women and youth with the tools and resources to assume forest defender roles and facilitate communities’ governance and protection of their forests.

The objective of the national congress and conference is to build a collaborative agenda between women and youth groups with government parties, academics, the private sector, women’s activists, and other development partners. This collective effort aims to address the challenges associated with improving sustainable forest management and supporting economic development.

By building cross-party collaboration with women and youth to improve welfare based on sustainable forest and land management, the forum expands opportunities and advances gender equality to address the devastating environmental impact of extractive practices and loss of livelihoods. The forum is committed to strengthening the role and capacity of environmental defenders in building sustainable land management and increasing livelihoods, environmental sustainability, and local food security.

The Asia Foundation to Honor Leaders for A Greener, Better World: Niwat Roykaew and Speaker Emerita Nancy Pelosi

San Francisco, October 10, 2023 — On Thursday, October 12, The Asia Foundation celebrates champions of sustainable development at its annual Leaders on the Frontlines Awards, honoring Mekong River defender Niwat Roykaew, climate advocate and Speaker Emerita of the U.S. House of Representatives Nancy Pelosi, and the 2023 Asia Foundation Development Fellows.  

The Asia Foundation is deeply committed to improving the management of natural resources, promoting more environmentally sound economic and development policies, and increasing the resilience of cities across Asia and the Pacific to the threats of natural disasters and climate. It will take place at the historic Julia Morgan Ballroom of San Francisco’s iconic Merchant Exchange Building to celebrate emerging and veteran leaders.  

This year’s Chang-Lin Tien Distinguished Leadership Award goes to Niwat Roykaew, chairman of the Chiang Khong Conservation Group in Thailand, who mobilized communities, recruited government leaders, and succeeded in halting destructive blasting and damming projects that threatened the Mekong River and its communities. The Asia Foundation centers its work on partnering with civil society organizations like these that can accurately investigate the impacts of development on the ground. The award will be presented by Phyllis Tien, professor of Medicine at the University of California, San Francisco, and chief of Infectious Diseases at San Francisco Veterans Affairs, on behalf of her late father, who was the chancellor of UC Berkeley and chair of The Asia Foundation’s Board of Trustees.   

The Asia Foundation will also honor Nancy Pelosi, speaker emerita of the United States House of Representatives, with its Lifetime Leadership Award for her work with global partners to create a healthier, more sustainable, and equitable world. Pelosi has long placed solving the climate crisis and creating a clean energy economy at the center of her work.   

The event introduces the 2023 Asia Foundation Development Fellows, who are honing their leadership skills through an intensive yearlong program preparing them to address critical issues in Asia and the Pacific. Special guest Charlotte Pera, vice president and deputy CEO of the Bezos Earth Fund, will share her insights with these future leaders from her long career focused on clean energy and climate solutions.    

The Leaders on the Frontlines Awards underscore the Foundation’s commitment to cultivating the next generation of leaders. Proceeds from the event will support The Asia Foundation’s Leadership & Exchanges program. The Foundation’s diverse leadership initiatives offer emerging leaders from Asia and the Pacific the chance to enhance their skills and deepen their understanding of regional challenges.

The Asia Foundation and National University of Mongolia Launch First Gender Studies Program

Ulaanbaatar, October 4, 2023 — In a significant move to promote gender equality and advance women’s rights in Mongolia, The Asia Foundation, with support from the Lotus Circle funds and the National University of Mongolia (NUM), has collaborated to launch the country’s inaugural Gender Studies program. The signing of a Memorandum of Understanding (MoU) between the two organizations marks a milestone for education and gender advocacy in Mongolia. 

The MOU signing brought together key stakeholders from the National Committee on Gender Equality, NUM’s Department of Anthropology and Archeology, and members of the Gender Studies Program task force. The event highlights The Asia Foundation and NUM’s dedication to advancing gender studies as an interdisciplinary field that can provide students from diverse backgrounds with a specialization in gender-related issues necessary to address gender disparities at all levels of society. 

Mark Koenig, country representative of The Asia Foundation, Mongolia, expressed his enthusiasm about the collaboration, stating, “This partnership between The Asia Foundation, Mongolia, and the National University of Mongolia signifies a significant stride towards gender equity. By launching Mongolia’s first dedicated Gender Studies program, we are fostering a new generation of leaders and advocates who will champion gender equality across the country.” 

Badarch Dendev, president of the National University of Mongolia, emphasized the importance of the program, saying, “The National University of Mongolia is proud to incorporate Gender Studies into our curriculum, and this is a crucial step towards nurturing a more inclusive society. We believe that this partnership will not only benefit our students but will also have a positive and lasting impact on Mongolia’s development.” 

Enkhbayar Tumur-Ulzii, secretariat and chief of the National Committee on Gender Equality, concluded, “Mongolia’s commitment to gender equality continues to grow, and the launch of this Gender Studies program is a significant development that reflects the nation’s determination to promote women’s rights, challenge gender stereotypes, and create a more equitable society for all.”

The program will commence in the 2023-2024 spring semester, with a diverse range of students expected to enroll and engage in courses from an academic and practical perspective. The Asia Foundation will support tuition fee scholarships for 20 students, contribute to the program’s initial, and launch of research focusing on the care economy.

The Asia Foundation and Ocean Justice Initiatives Collaborate at Festival LIKE 2023 in Indonesia

September 26, 2023 — There’s been a lot of concern over the world’s rising temperatures and climate change effects. The Asia Foundation in Indonesia’s Environmental Governance program is actively supporting countries to play their part in reducing global temperatures.

Together with local partner Ocean Justice Initiatives (IOJI), the Foundation participated in Festival LIKE 2023, organized by the Indonesian Ministry of Environment and Forestry. The Foundation’s Environmental Governance program has been supporting the IOJI in strengthening blue carbon ecosystem governance in Indonesia.

During the three-day event, a talk show, “Strengthening Blue Carbon Ecosystem Governance in Achieving FOLU Net Sink 2030,” was held to discuss the importance of legal and policy framework to optimize the potential of blue carbon ecosystems and help Indonesia to pursue the goals of the FOLU Net Sink 2030. On September 18, Indonesia’s President Jokowi Widodo symbolically handed over several Social Forestry Decrees, including Asia Foundation facilitated social forestry projects in Aceh Jaya Regency, Aceh province, with local partner JK Aceh.  

Upon handing the Social Forestry Decrees to 12 recipient representatives, President Jokowi asked the recipient to use the decrees productively and invited all stakeholders to work together to prevent environmental damage. “I entrust environmental activists, traditional leaders, and social forestry groups, to work together to intensify forest rehabilitation and forest improvement.”

U.S. Team Toucan Wins with Innovative AI Solution at 2023 APEC App Challenge

Seattle, September 5, 2023 — On August 19, the U.S. team, Toucan, won the 2023 APEC App Challenge at the APEC Small and Medium Enterprises Ministerial Meeting in Seattle. This year, the app challenge focused on the 2023 US APEC theme Creating a Resilient and Sustainable Future for All, which emphasizes the interconnected concepts of resiliency, sustainability, and inclusivity.

Since its inception seven years ago, The Asia Foundation has partnered with the APEC Secretariat to support the annual APEC App Challenge to promote innovation and address economic priorities using technology to produce applications that help small business owners with untapped economic potential participate and benefit in the global digital marketplace.

This year, Toucan took first place for its seamless integration of artificial intelligence and unique concept of providing relevant and specific information on affordable export logistics to small business owners and individuals with visual impairments and cognitive disabilities. Through a chatbot-like interface that accepts both typed and voice commands in more than 130 languages, users can receive a comprehensive text or voice-based analysis and information tailored to their needs.

Second place went to the China team for ExportPro, an app that features machine learning technology that helps users quickly and accurately match their export products with the appropriate customs tariffs and other relevant information in one consolidated place.

Third place went to a team from the Philippines for Emerge, an app that provides an export readiness assessment tool, MSMEs public global directory, smart search, an exporting document requirements database, and an ‘inclusion category’ feature.

In addition to winning cash prizes, winners will also receive mentorship opportunities through Digital Makers Asia-Pacific, the APEC App Challenge alumni community. These rewards are designed to support the winners in further refining and scaling their applications, ensuring their innovative solutions reach a wider audience.

 

“The APEC App Challenge is an opportunity for our youth to showcase how a digital tool can support MSMEs as they look to expand and grow their business regionally and internationally,” said Rebecca Sta Maria, executive director of APEC Secretariat. “Given the emphasis that we are placing this year on digitalization and the digital economy, it really aligns well with our priorities and, more importantly, to see how the use of technology works for our MSMEs.”

Survey Reveals Changing Perceptions in Bangladesh’s Political, Economic, and Social Landscape

A just-published report—based on the survey titled “The State of Bangladesh’s Political Governance, Development, and Society,” jointly conducted by The Asia Foundation, Bangladesh, and BIGD of BRAC University—sheds light on Bangladeshi citizen’s perception of the political, economic, and social atmosphere of the country. The survey collected data from 10,240 adult men and women representing all 64 districts between November 2022 and January 2023. The same survey was also conducted in 2019, 2018, and 2017.  

Dynamics of Bangladesh’s Society, Politics, and Economy  

The survey respondents were asked whether they thought that the country is heading in the right direction– socially, politically, and economically. While a modest majority (58%) agreed that  Bangladesh is heading in the right direction socially, 39% disagreed. Only 39% thought the country is heading in the right political direction, and about 48% disagreed. This perception was the lowest for economic direction; only 25% thought the country is heading in the right economic direction, whereas 70% disagreed. These rates, across all three domains, are significantly lower than what they were in 2019, indicating a considerable deterioration of the public perceptions about the country’s future.  

Interestingly, when looking at the changes in the right direction responses from 2019 to 2022 across income groups, it appears that the lower income group’s positive response regarding the country’s economic direction, in particular, decreased considerably compared to the higher income group. In 2019, about 84% of respondents with a monthly income of 5,000 taka or less said the country is heading in the right economic direction; only 32% said so in 2022, which is a  52% drop. Comparatively, for respondents with 40000-to-50000-taka monthly income, this reduction is only 30%, from 58% in 2019 to 27% in 2020.  

As the major problems facing Bangladesh, Price hikes came out as the top problem, mentioned by 44% of the study respondents. When specifically asked about the impact of price hikes, about 84% of all respondents in 2022 said that it has severely impacted their lives. Other significant problems mentioned by the respondents included business downturn, unemployment, corruption, and political instability.  

Democracy 

About 54% of the respondents in 2022 strongly agree that Bangladesh is in a political setting where one party plays a dominant role in politics and governance, which was reported by an even higher percentage (72%) of the respondents in 2019. Interestingly, in 2019, only 11% thought that the dominant party’s impact on politics was negative; this year the percentage is notably higher (34%).  

Attitude towards Rohingyas’  

Sympathy toward the Rohingya refugees seems to be fading. In 2018, 34% of respondents said they would welcome them in their community, which was reduced to 15% in 2019 and to 13% in 2022. A large group (44%) feel that the government is doing a lot, and 44% view the government is doing enough to support the refugees.  

Padma Bridge  

A majority (72%) said that the Padma Bridge is the most important success in Bangladesh. Nearly half (47%) credit the bridge’s construction to Prime Minister Sheikh Hasina, while 28% credit the Bangladesh government.

Ahead of the Ministerial Conference, Miller spoke at a side event organized by the Asian Development Bank and UN Women, “Gender Equality and Climate Change: How Can Net Zero Deliver 50/50 Gender Equality?”   

Miller addressed the importance of women’s voice and leadership in global climate action and the obstacles they face saying, “As champions of women-led initiatives, we know that, for centuries, women have played and continue to play a fundamental role as caretakers of our planet and its resources.”
