USAID ERAT’s Program Planning Process: A Model for Effective Collaboration
Since launching in 2021, the USAID ERAT (Effective, Efficient, and Strong Governance) Program has been actively collaborating with the government of Indonesia to improve public service delivery. Now in the second year of the program implementation, USAID ERAT undertook a comprehensive series of internal reflections and planning processes involving relevant stakeholders.
On August 24-25th, the National Workshop on USAID ERAT Fiscal Year (FY) 2024 Work Planning took place in Bandung, West Java. IDIQ activity director Erman Rahman commenced the workshop with a presentation showcasing USAID ERAT achievements throughout Fiscal Year 2023. Interactive discussions between representatives from both central and local governments provided valuable insights and recommendations later incorporated into the FY 2024 work plan.
The work plans presented by each local government representative in this workshop is the result of earlier informal discussion with 30 districts and six provincial governments Similarly, USAID ERAT also held informal dialogues with the program’s Executing Agency (EA) and the 10 Implementing Agencies (IAs) at the national level before this workshop.
The intensive program planned by USAID ERAT aims to enhance trust, collaboration, and stakeholder ownership and emphasize alignment with the government’s needs and priorities. Consequently, USAID ERAT strives to identify and implement the most suitable technical solutions, depending on the government’s preferences and ability, and not solely relying on technical analysis. The insightful approach has enabled USAID ERAT to achieve notable progress in the first year of program implementation.
On September 8, 2023, USAID ERAT and representatives from EA and all IAs formally signed the USAID ERAT FY 2024 work plan document held in the Ministry of Home Affairs Office. The Technical Committee Meeting is the culmination of the program planning process for the upcoming year.

Sejak peluncuran program pada 2021, USAID ERAT (Tata Kelola Pemerintahan yang Efektif, Efisien, dan Kuat) telah aktif berkolaborasi dengan pemerintah Indonesia dalam upaya peningkatan layanan publik. Memasuki tahun kedua pelaksanaan program, USAID ERAT melaksanakan serangkaian refleksi internal dan proses perencanaan secara komprehensif yang melibatkan pemangku kepentingan terkait.
Pada tanggal 24-25 Agustus, dilaksanakan Lokakarya Nasional Perencanaan Kerja USAID ERAT Tahun Fiskal (TF) 2024 di Bandung, Jawa Barat. IDIQ Activity Director, Erman Rahman, membuka acara dengan paparan pencapapaian USAID ERAT sepanjang TF 2023. Diskusi Interaktif antara perwakilan pemerintah pusat dan daerah menghadirkan masukan dan rekomendasi berharga yang kemudian masuk dalam rencana kerja Tahun Fiskal 2024.
Lokakarya ini sebelumnya diawali oleh konsultasi informal dengan 30 pemerintah kabupaten/kota dan 6 pemerintah provinsi. USAID ERAT juga mengadakan dialog informal dengan Executing Agency (EA) dan 10 Implementing Agencies di tingkat nasional.
Perencanaan tahunan program yang intensif ini dilakukan USAID ERAT untuk meningkatkan kepercayaan dan kolaborasi antar pemangku kepentingan, serta untuk memastikan keselarasan antara program dengan kebutuhan dan prioritas pemerintah. Oleh karena itu, USAID ERAT berupaya untuk mengidentifikasi dan menerapkan solusi teknis yang paling sesuai dengan preferensi dan kapasitas pemerintah, dan tidak hanya mengandalkan analisis teknis. Pendekatan yang mendalam memungkinkan USAID ERAT mencapai kemajuan penting pada tahun pertama pelaksanaan program.
Pada tanggal 8 September 2023, USAID ERAT dan perwakilan EA serta seluruh IA secara resmi menandatangani dokumen rencana kerja USAID ERAT TF 2024 yang diadakan di Kantor Kementerian Dalam Negeri. Technical Meeting tersebut merupakan tampuk dari proses perencanaan program pada tahun mendatang.
